Cambodia Vows Stronger International Cooperation Against Cyber Scams

At the closing ceremony of the International Conference on Combating Cyber Scams in Phnom Penh on September 24, 2026, Cambodian Deputy Prime Minister Net Savoeun sounded the alarm about how advancements in technology, while bringing convenience, also provide new opportunities for criminals. He emphasized that cyber scams not only cause immense damage to victims but also have severe repercussions on economies, national security, and entire nations. Referring to the conference theme of "chains," he explained that cyber scams are built upon a vast, interconnected network involving criminal syndicates, complex technological systems, obscured financial channels, money laundering, human trafficking, and the disruption of national security. He stated that it is the responsibility of everyone involved to break these chains. The Cambodian government has prioritized combating cyber scams, implementing awareness campaigns, media outreach, and direct public education. Last year, the government enacted legislation against cyber fraud, demonstrating a firm stance through arrests, convictions, deportations, technical measures to disrupt scam operations, enhanced administration in high-risk areas, and anti-corruption efforts. The Deputy Prime Minister asserted that these stringent legal enforcement measures serve as a robust shield for Cambodia against cyber fraud. He pointed out that criminals operate across borders, making swift and effective international cooperation, information sharing, and mutual assistance essential. The Cambodian government expressed gratitude for the cooperation received from friendly nations and international organizations in the past, including information sharing, investigative assistance, and training, and expressed commitment to continuing this collaborative relationship to eradicate cyber fraud.
