Opposition ready for 2027 budget debate, targets AI spending

Lawmakers are set to begin deliberations on the fiscal year 2027 budget proposal today, with opposition parties lining up more than 40 MPs to scrutinize the government's spending plans, particularly focusing on allocations related to artificial intelligence (AI). Democrat Party leader Abhisit Vejjajiva stated that his party has assigned approximately 10 to 12 MPs to participate in the debate. He emphasized that discussions would center on the overall structure of the national budget, which continues to rely heavily on borrowing and tax collection. Mr. Abhisit highlighted that current state revenues from taxation are largely consumed by recurring expenditures and debt repayment, underscoring the need for budget structure reform. He also criticized the 2027 budget proposal for failing to reflect the rapidly changing economic and social conditions. Democrat Party MPs will examine specific areas, including spending on anti-narcotics policies and education. Mr. Abhisit questioned several tech-related projects, noting that many agencies justify budget requests by citing AI, despite the unclear benefits to the country. Meanwhile, People's Party (PP) leader Natthaphong Ruengpanyawut announced that his party has prepared about 30 MPs for the debate and expressed confidence that the proceedings would be substantive. He urged the public to closely follow the three-day parliamentary session. Regarding the controversial TH-AI Passport project, Mr. Natthaphong raised concerns about a 1.6-billion-baht allocation from the Digital Economy and Society Development Fund, even after some adjustments were made to the draft budget. He questioned whether the government would cancel the contract and reopen the bidding process. He added that parliamentary committees overseeing legal affairs and budget monitoring have already submitted inquiries to anti-corruption agencies to ensure transparency. On the government's side, spokeswoman Rachada Dhnadirek said Prime Minister Anutin Charnvirakul has instructed officials to fully prepare for the debate. The proposed 2027 budget sets spending at 3.78 trillion baht, an increase of 0.2% from the previous budget. Ms. Rachada stated that it was drafted under fiscal constraints and amid global economic uncertainty, while balancing short-term public support with long-term competitiveness. She also highlighted the government's 'investment plus' strategy, which combines investments from state enterprises, public-private partnerships, the Thailand Future Fund, the Board of Investment's promotion efforts, the Thailand Fast Pass program, and private sector and local administrative organizations to stimulate broader economic growth.
