Da Nang Vice Chairman Appointed as Hoi An Party Secretary

Da Nang City has announced a significant reshuffling of 17 key officials, a move seen as a large-scale personnel adjustment following the city's administrative merger and the establishment of a two-tiered governance system. Among the most notable appointments is Tran Chi Cuong, the city's Vice Chairman, who will transition to the role of Secretary of the Hoi An City Party Committee. Mr. Cuong has extensive experience in tourism, a vital sector for Da Nang. The announcement, made on the afternoon of July 1, was part of a broader effort by the Da Nang City Party Committee's Standing Committee to reassign and appoint key personnel across various departments and localities. This initiative aims to enhance efficiency and develop a more robust pool of leadership talent within the city's administrative framework. Mr. Cuong, 53, a member of the City Party Committee, previously served as Vice Chairman of the Da Nang City People's Committee. His new tenure as Secretary of the Hoi An City Party Committee is set for the 2025-2030 term. Following his departure, the Da Nang City People's Committee will retain seven Vice Chairpersons assisting Chairman Nguyen Manh Hung. With a Master's degree in Business Administration, Mr. Cuong has dedicated many years to Da Nang's tourism industry, holding positions such as Deputy Director of the Department of Tourism and Deputy Head of the National Assembly Delegation for Da Nang. Other significant appointments include Tran Thi Kim Hoa, Director of the Department of Internal Affairs, who is now the Secretary of the Hai Chau District Party Committee. Cao Thi Huyen Tran, formerly the Secretary of the Hai Chau District Party Committee, will move to the City People's Committee as Director of the Department of Internal Affairs and concurrently Chairperson of the Hoang Sa Special Administrative-Economic Zone People's Committee. Nguyen Duc Binh, Secretary of the Hoi An City Party Committee and a member of the City Party Committee, will be reassigned as Chief of the Office of the Da Nang City People's Committee, replacing Nguyen Nhu Cong who will become Secretary of the Party Committee of Nui Thanh Commune. Doan Xuan Hieu, Director of Da Nang Radio and Television Broadcasting, will assume the role of Secretary of the Tam Ky Commune Party Committee, replacing Nguyen Thi Thu Lan, who has been transferred to the Vietnam Fatherland Front Committee of the city, where she will be nominated for the position of Standing Vice Chairperson for the 2025-2030 term. Numerous officials from the City Party Committee and People's Committee have been reassigned and rotated. Among them, Nguyen Thi Kim Hoa, Deputy Head of the Propaganda and Mobilization Department and the Mass Mobilization Department of the City Party Committee, has been appointed Deputy Head of the City Party Committee's Organization Department. Tran Hai Van, Deputy Head of the City Party Committee's Organization Department, will become Secretary of the Party Committee of Thu Bon Commune. Furthermore, a series of officials at the commune and ward levels have received new assignments, with many leaders from lowland communes being moved to mountainous areas. Tran Van Truong, Chairman of Tam Anh Commune People's Committee, has been appointed Deputy Director of the Song Thanh National Park Management Board for a term of five years. Le Ngoc Quang, Secretary of the Da Nang City Party Committee, emphasized that such personnel rotations are essential for training, developing, and effectively utilizing human resources. He urged newly appointed officials to quickly integrate into their new roles, ensure seamless handover of responsibilities, and prevent any disruption to ongoing work. "Officials who still harbor a mindset of reliance, stagnation, seeking convenient positions, avoiding conflict, or shirking responsibility have not fulfilled their duties to the organization and the people," stated Secretary Quang. He also stressed the need for proactive cooperation and support from relevant agencies and localities to help new officials adapt to their environments. The Standing Committee plans to continue reviewing and will resolutely replace or reassign officials who fail to meet requirements, suffer a loss of credibility, or cause internal disunity.
