Hai Phong Raises Social Housing Income Cap to VND 29 Million

Hai Phong City, a major port city in northern Vietnam, has decided to raise the income ceiling for individuals eligible to purchase or rent social housing to VND 29 million per month. This decision, effective August 1 under new Decision 55, is VND 4 million higher than the current national standard. For single individuals or those recognized as single, the income cap will be VND 29 million. For single individuals supporting children, the maximum income will be VND 40.6 million per month, an increase of VND 5.6 million. For married couples, the combined monthly income limit will rise to VND 58 million, an increase of VND 8 million from current regulations. The government allows provincial People's Committees to set income adjustment coefficients for social housing purchases, provided these do not exceed the local average income relative to the national average. Hai Phong's projected per capita Gross Regional Domestic Product (GRDP) for 2025 is VND 194.5 million, nearly VND 70 million higher than the national average. The city aims for an economic growth rate of over 13% annually until 2030, with per capita GRDP expected to exceed VND 295 million by then. Hai Phong is also a leading locality in social housing development. Last year, the city completed over 13,100 social housing units, exceeding the government's target by 23%. In the next two years, an additional 13,900 social housing units are planned.
