She explained that Abalos’ appointment was Marcos’ strategic move to “redefine” the Cabinet Secretary role, leveraging his authority to reorganize the Executive branch, particularly the Office of the President, and his inherent power to appoint officials. “His function is not that of a typical CabSec. His function is to assist the President. This will be his role—he will travel across the country to further expand our services and reach more of our citizens,” Castro elaborated. Castro also clarified that Abalos’ new position is distinct from that of Antonio Lagdameo Jr., the Special Assistant to the President. She further stated that an executive order for Abalos’ position is unnecessary, as the President exercised his plenary power in appointing government officials. “Instead of a CabSec focused on managing the President’s Cabinet meetings, President’s order to CabSec Benhur is to ensure that every Filipino feels and benefits from government services,” Castro emphasized. “As Cabinet Secretary, President Marcos Jr. also directed him to go around the country to represent him and to call on Cabinet members to help address public concerns. All these tasks are embodied in CabSec Benhur’s terms of reference attached to his appointment,” she added. Malacañang had announced on Wednesday that Marcos appointed Abalos, the former secretary of the Department of the Interior and Local Government (DILG), as Cabinet Secretary. Abalos took his oath before Marcos later that day. It is noteworthy that Abalos resigned as DILG chief in 2024 to run for senator in the 2025 midterm elections as part of the President’s slate, but he was unsuccessful. Prior to this appointment, Marcos had openly expressed his desire for Abalos to “play a more active part” in his administration.
