Vietnam Resolves Disputes Through Dialogue, Maintaining Order in Development Projects

In Vietnam's Ha Tinh province, efforts are underway to resolve complex disputes with residents stemming from development projects, from a public security perspective. Particularly since 2022, the promotion of large-scale infrastructure development projects has led to issues concerning land compensation and resettlement, with some residents expressing dissatisfaction. Among these, the Vũng Áng 220kV substation construction project became a protracted dispute case as some residents did not agree with the compensation and resettlement plans. In response to this situation, Major Trương Quang Bình of the Social Issues Division, Department of Internal Security, Ha Tinh Provincial Police, has, under the principle of "getting close to, respecting, and understanding the people," stayed close to the grassroots and persistently engaged in dialogue with residents. Major Bình has listened to the legitimate demands of the residents and proposed solutions to the authorities that meet public security requirements while fostering consensus among the populace. Simultaneously, he has maintained order by taking strict legal action against individuals engaging in acts that disrupt security or intentionally delay projects. Through these activities, from 2022 to 2026, 31 out of 43 complex dispute cases that arose in the province have been resolved, preventing the emergence of public security "hotspots." Residents have expressed that their initial concerns were resolved through the sincere explanations and responses of police officers, leading to an understanding of state policies and voluntary cooperation.
