Cambodian Senate Delegation Meets Local Officials to Enhance Development and Public Services

A delegation of Cambodian Senators from the 3rd Region visited the districts of Kandal Stung and Ang Snoul in Kandal Province on Wednesday, August 3, 2026, holding separate meetings with a total of 241 local administrative officials, including commune councilors, commune clerks, and commune police chiefs. Led by Mr. Mam Bun Neang, the head of the delegation, the senators conveyed greetings from Senate President Samdech Techo Hun Sen, First Vice President Mr. Uch Borrith, and Second Vice President Dr. Thoun Vathana, and explained the purpose of the meetings. During the occasion, Mr. Prak Chamroeun, deputy head of the delegation, urged commune councilors and competent authorities to cooperate in implementing the government's key policy of 'Safe Village, Commune, District'. This initiative aims to maintain security, public order, and improve the quality of life for residents by preventing drug offenses and violence, and enhancing public service delivery. Subsequently, Dr. Chan Sothavy, secretary of the delegation and chairwoman of the Senate's Legislation and Justice Commission, presented on the 'Role of Communes and Districts in Registration Pursuant to Court Decisions and Facilitating Local Disputes'. The presentation aimed to strengthen the effective implementation of laws, protect the legal rights and interests of citizens, and further enhance the capacity of competent authorities in providing better public services to the local population. Dr. Sothavy clearly outlined the relevant legal provisions for resolving issues raised by participants. Attendees expressed their gratitude, noting that the topic directly addressed practical needs encountered by local authorities in serving the public. Following this, Mr. Mam Bun Neang, the delegation head, disseminated information about Sub-Decree No. 76 Anukret.BK on 'The Organization and Operation of the Brotherhood Fund'. This was in response to concerns raised by commune councilors regarding limited budget allocations for sub-national levels. Mr. Mam Bun Neang emphasized that this sub-decree, issued on April 30, 2026, aims to ensure equity in local development and provide sufficient capacity for municipal, district, and commune administrations to improve local development and public services transparently. Furthermore, the delegation head informed attendees about the 'Comprehensive Intervention Program' approved by the government. This program is slated to receive a total investment of approximately $1.244 billion to ensure the livelihood stability of the population and vulnerable individuals through job creation, income generation, and the provision of technical and vocational training. In addition, the delegation announced the provision of 100 scholarships through a Memorandum of Understanding between the Senate's 10th Commission and the Cambodia Digital Education Institute (E-school). These scholarships are for communes wishing to pursue general knowledge, technical skills, and foreign language courses online. To conclude, the delegation presented gifts to the commune councilors, commune clerks, and commune police chiefs. Each recipient received beverages, a package of relief supplies from the Global Life Saving Sharing Fund of the Republic of Korea, and a sum of money.
