Cambodia Demands Action, Not Just Words, for ASEAN Peace Treaty

Cambodia has urged member states of the Association of Southeast Asian Nations (ASEAN) to translate the principles of the bloc's Treaty of Amity and Cooperation (TAC) into concrete actions. The nation warned that political will is the key to preventive diplomacy, and mere declarations are insufficient. This message was delivered by Secretary of State Kung Phoak, representing Phnom Penh, at the High-Level Conference of the High Contracting Parties to the TAC, held in Manila on July 24. The conference marked the 50th anniversary of the treaty's adoption and was themed "Reinvigorating the TAC: Advancing ASEAN Centrality for Peace, Security, and Rules-Based Cooperation in an Evolving Indo-Pacific." During the conference, participating nations reaffirmed their commitment to the treaty's core principles, including respect for sovereignty and territorial integrity, non-interference in internal affairs, renunciation of force, and peaceful settlement of disputes. Attendees recognized that the TAC remains a cornerstone of regional stability and rules-based cooperation amidst rising geopolitical tensions. Speaking in a session on conflict prevention, Secretary of State Kung stated that the true value of the TAC lies in fostering dialogue, consultation, and restraint. "The true value of the TAC lies in fostering a regional culture where consultation, restraint and dialogue are the primary means of addressing differences," he emphasized. Furthermore, he pointed out that for preventive diplomacy to succeed, it is essential for states to demonstrate the political will to uphold the treaty's principles. "The TAC cannot prevent conflicts through words alone; its principles must be reflected in the conduct of states," he stated, highlighting the limitations of diplomatic rhetoric without accompanying concrete actions. Adopted in 1976, the TAC sets out principles for peaceful relations among states and provides a framework for dialogue and dispute resolution. Many countries outside Southeast Asia have also acceded to the treaty, underscoring its international significance.
