SAN ILDEFONSO, Ilocos Sur—Efforts to eradicate marijuana cultivation in the mountainous areas straddling the border between Sugpon town in Ilocos Sur and Kibungan, Benguet, are being complicated by long-standing boundary disputes and unclear jurisdiction, Mayor Daniel Lano Jr. of Sugpon revealed on Sunday. "This issue is not only a fight against illegal drugs but also a matter of administrative jurisdiction and inter-town cooperation," Lano stated. Sugpon town has been conducting surveillance and operations in areas suspected of marijuana plantations as part of its intensified anti-illegal drug campaign. However, the ambiguous boundary lines create confusion regarding which local government unit holds primary responsibility or how joint operations should be coordinated. This jurisdictional ambiguity potentially hinders the efficiency of law enforcement agencies, including the Philippine Drug Enforcement Agency (PDEA) and the police, providing a potential loophole for cultivators.
