Shanghai Spacesail Technologies Expresses Interest in Satellite Internet Investment in Cambodia
Cambodian Prime Minister Hun Manet met with representatives from China's Shanghai Spacesail Technologies, who expressed interest in investing in satellite internet and communication services in Cambodia. The Prime Minister emphasized the government's priority on extending internet access to rural areas and preventing misuse of services.
Prime Minister of Cambodia, Samdech Hun Manet, on July 17, 2026, granted a courtesy call and discussed business matters with Dr. Jason Jie Zheng, President and Board Member of Shanghai Spacesail Technologies Co., Ltd. The meeting took place during the Prime Minister's working visit to the People's Republic of China to attend the World Artificial Intelligence Conference 2026, held from July 15-17, 2026. During the meeting, Dr. Zheng briefed the Prime Minister on the company's business operations, explaining that it provides Satellite Communications services, focusing on the development and operation of the "Thousand Sails" (Qianfan) Low Earth Orbit (LEO) Broadband Constellation. The Qianfan project is a significant commercial space initiative by China aiming to provide high-speed internet and communication services globally. Dr. Zheng added that, observing Cambodia's rapid development, the company is very interested in exploring investment opportunities for supplying internet and communication services via satellite in Cambodia. In response, Prime Minister Hun Manet welcomed the company's intention to seek investment opportunities in the Cambodian market. He emphasized that providing high-quality internet and communication services is a top priority for Cambodia, with the government currently focusing on strengthening existing telecommunications infrastructure and promoting further investment in the sector. Concurrently, the Prime Minister highlighted that the Ministry of Posts and Telecommunications is in the process of developing a legal framework to regulate internet and satellite communication services. Once this legal framework is officially implemented, the government's priority will be to deploy internet and communication services to remote rural areas and to prevent the misuse of these services. In conclusion, the Prime Minister encouraged the company to continue detailed discussions with the Ministry of Posts and Telecommunications of Cambodia to explore concrete investment opportunities in the country.
