Vietnam National Assembly Passes 15 Laws, 6 Resolutions in Special Session to Accelerate Economic Growth

The National Assembly of Vietnam concluded its first extraordinary session of the 16th tenure after 17 days of active, urgent, serious, democratic, and highly responsible work. During this session, 15 laws and six normative resolutions were passed, and seven other draft laws were given their first review. This legislative push aims to promptly address practical difficulties and obstacles, further refine the institutional framework, promote decentralization, reduce administrative procedures, remove barriers, unlock resources, and create greater convenience for citizens and businesses, thereby enhancing the effectiveness and efficiency of state management. Seven important resolutions with strategic significance for the country's development were adopted. These are expected to open up new development spaces, promote infrastructure connectivity, ensure energy security, foster urban development, improve the efficiency of resource utilization, and help achieve double-digit growth targets. The National Assembly also handled personnel matters within its authority. The Assembly demonstrated its "Flexibility-Speed-Decisiveness-Companionship" in establishing a legal framework that meets practical demands, all for the rapid and sustainable development of the country and the improvement of people's lives and happiness. This success is attributed to the high political determination and practical collaboration between the National Assembly, the Government, and relevant agencies. The proactive and responsible efforts of the Government, drafting agencies, and parliamentary committees were highly appreciated. To ensure the swift implementation of the adopted decisions, the Government, ministries, and local authorities are urged to promptly issue all necessary documents and prepare the conditions for the enforcement of laws and resolutions from their effective dates. Furthermore, a spirit of self-reliance and proactive decision-making at each administrative level is encouraged, without waiting or shifting responsibility. Innovations in legal dissemination and education are also planned, utilizing new media methods, scientific and technological advancements, and digital platforms to ensure laws reach citizens and businesses quickly, understandably, and conveniently. Parliamentary committees are tasked with accelerating the comprehensive review of the legal system and providing recommendations to the National Assembly and its Standing Committee on emerging issues. For the provinces of Quang Ninh and Bac Ninh, thorough preparation is required for the effective operation of their new urban administrative systems upon their establishment. The goal is to foster a sense of enthusiasm, pride, responsibility, and aspiration for development among all strata of the population, ensuring they truly benefit from the country's progress. The National Assembly expressed gratitude for the close leadership and timely guidance of the Central Committee, Politburo, Secretariat, and particularly General Secretary and President To Lam. Thanks were also extended to the deputies, experts, scientists, the business community, and the public for their valuable contributions to the legislative process, as well as to the media for their timely and comprehensive reporting. With the next ordinary session approaching, where a significant legislative workload is anticipated, the Government and all relevant agencies are called upon to maintain an urgent, proactive, and scientific pace of work, leveraging past successful experiences to ensure high-quality and timely submissions.
