Youth Claiming to be 'Son of Police' Prosecuted for Assault

A 19-year-old man in Phnom Penh, Cambodia, who allegedly claimed to be the "son of the police" and committed assault, has been arrested and sent to the court by the Phnom Penh Municipal Gendarmerie. The suspect, identified as Rotana Pisal, aged 19, was apprehended on July 28, 2026, following the circulation of a video depicting him assaulting two victims. The incident occurred near the Ministry of Interior in Tonle Bassac commune, Chamkar Mon district. According to the complaint filed by one of the victims, Mon Vipha, she and the suspect had no prior acquaintance or conflict. On the day of the incident, Vipha and seven friends were riding motorcycles after a meal near Wat Puttharam. As they approached the Independence Monument area, two motorcycles carrying the suspects began chasing them, shouting "thief!" and demanding they stop. When Vipha attempted to stop, the suspects kicked her motorcycle, causing her to nearly fall. Fearing for her safety, she continued to flee, weaving through traffic. She lost track of her friends but the two suspect motorcycles continued to pursue her, with sirens blaring and a journalist's motorcycle filming from behind. Near the Ministry of Interior, Vipha stopped her motorcycle. As soon as she did, the suspects approached and began punching and kicking her, causing her to lose consciousness and convulse on the ground. She was unaware of the injuries sustained by her friends. Upon returning home, Vipha saw online news reports of the assault and realized the perpetrators were not law enforcement officials. Her parents then took her to the Cambodia-China Friendship Hospital (Preah Kossamak) for treatment. In his confession, the suspect stated that he and two accomplices, Chaly Mahfi, approximately 18 years old and of unspecified occupation, and Sae Kim Seng, approximately 17 years old and a student at Indratevi School, were chatting near the Independence Monument. Around 2 AM on July 26, 2026, they saw law enforcement officers chasing a group of youths on motorcycles with sirens on. When they returned to the Independence Monument intersection, the suspects' motorcycle bumped theirs. The suspects then chased them, shouting for them to stop, but they did not. Near the Ministry of Interior, the suspect's motorcycle bumped the victim's, causing it to fall onto the roadside. The suspect then approached and struck the victim once and kicked him in the face, causing him to fall and convulse on the curb. Immediately, a journalist arrived, filmed live, and asked the suspect to help take the victim to the hospital. However, the victim's companion stated he was fine and would take him home, and they parted ways. Later, around 4 AM that morning, the suspect saw news outlets live-streaming the incident in which he assaulted someone. He then left his home to provide a statement. After the live broadcast, he negotiated with the victim. The victim demanded $15 in compensation for emotional distress, but the suspect offered to pay only 50,000 Riel (approximately $12.50) for medical expenses, which the victim accepted. Although the suspect's confession does not entirely align with the victim's complaint, the video of the assault circulated on social media serves as undeniable evidence of the suspect's criminal actions, allowing authorities to proceed with his arrest and legal proceedings.
