Former Cambodian Consul General in Kunming Pardoned for Corruption Case
Former Cambodian Consul General in Kunming, China, Krouy Limheng, who was sentenced to seven years in prison for corruption, has been pardoned by the King. The decision, based on a recommendation from the Prime Minister, was issued via royal decree on July 17, 2026.
Krouy Limheng, the former Cambodian Consul General in Kunming, Yunnan Province, China, has been released after receiving a royal pardon, following his seven-year prison sentence for corruption. The royal pardon was issued via royal decree No. NS/RK/0726/720, dated July 17, 2026, based on the recommendation of Cambodian Prime Minister Hun Manet. This decree references the final criminal rulings from the Phnom Penh Court of Appeal dated August 17, 2022, and the Supreme Court dated July 21, 2022. Krouy Limheng was arrested by the Anti-Corruption Unit (ACU) in late 2019 and subsequently detained by the court on suspicion of corruption while serving as Consul General in Kunming. Following legal proceedings, the Phnom Penh Municipal Court of First Instance sentenced Krouy Limheng to seven years in prison and a fine of 10 million Riel in October 2020.
