Kachin CDM Council to provide 100,000 Kyats each to elderly and ailing staff

The Kachin State CDM Civil Servants Council (KSCCSC) will provide 100,000 Kyats each to registered council members who are ailing and those aged 60 and above, the KSCCSC chairman confirmed to Mizzima. The support scheme is structured as follows: 100,000 Kyats for medical and maternity needs, 200,000 Kyats for funerals, 50,000 Kyats for those facing livelihood hardships, and an honorary grant of 100,000 Kyats for members aged 60 and above. “The funding initially started with seed donations from our members, other councils, and local revolutionary forces. Currently, operations are primarily sustained by monthly contributions from council members. Although we aim to cover the entire Kachin State, we are expanding step-by-step and can only support registered council members at present,” the KSCCSC chairman explained. Financial aid is currently restricted to registered members who have undergone verification and approval. According to decisions made at the council’s 7/2026 general meeting on 26 July, these funds will be distributed based on recommendations from departmental representatives across respective townships and will be disbursed before the council’s fiscal year-end closing. While there are an estimated 10,000 CDM staff in Kachin State, only around 1,000 members have been integrated into the KSCCSC due to security and geographical constraints, the official said. As the first term of the KSCCSC expires, a new executive committee for the second term was approved during the July 26 meeting, with the transition of duties scheduled for August 4. Regarding future operations, the chairman noted, “By reviewing the strengths and weaknesses of the first term, I believe we can perform at our best.” Furthermore, during a meeting on 12 July between regional CDM organizations and the Steering Council for the Emergence of a Federal Democratic Union (SCEF) which includes NUG Prime Minister Mann Win Khaing Than and KNU Chairman Padoh Saw Kwe Htoo Win, eight CDM councils, including the KSCCSC, jointly submitted a nine-point demand. These demands include formal recognition of regional CDM organizations, concrete security guarantees for CDM staff, leadership roles for CDM staff in future administrative machinery, and the inclusion of a dedicated CDM sector within the SCEF. Regarding the SCEF’s response, the KSCCSC chairman told Mizzima, “We submitted the nine-point demand and also sent it separately via email. However, we have not yet received any response or commitment from the SCEF.” Currently, the KSCCSC has established networks across 18 townships and 25 departments in Kachin State. Unregistered CDM staff in Kachin State can apply through the council’s official Facebook page, township representatives, or administrative teams. “We, the CDM staff, are not alone. As the saying goes, ‘We only have each other,’ we must take charge of our own cause. Therefore, I urge those who feel isolated, and teachers who have not yet registered, to join us.
