Vietnam Accelerates Legal Reform with AI, Eyes Diplomatic and Economic Growth

Vietnam is extensively utilizing artificial intelligence (AI) to review over 43,000 legal normative documents, a significant step towards reforming and modernizing its legal system. The documents under scrutiny encompass a wide range of areas, including resource tax, income tax, agricultural land use tax, value-added tax, corporate income tax for public health facilities, personal income tax, tax debt cancellation, tax incentives for software enterprises, and incentives for developing raw material zones and processing industries for agricultural, forestry, aquaculture, and salt production. The integration of AI aims to ensure data quality is "accurate, sufficient, clean and up-to-date," while optimizing efficiency and precision in data exploitation. This initiative aligns with the vision of Party General Secretary and State President To Lam for a modern, unified, stable, and development-oriented legal system. Concurrently, Vietnam is emphasizing the crucial role of its diplomatic sector. At the 33rd Diplomatic Conference, the importance of local foreign affairs in achieving national development goals was highlighted, with a pledge to contribute to the nation's target of 10% growth. The Minister of Foreign Affairs stressed that success should be measured by the quality of laws and resolutions that effectively address institutional obstacles and drive growth, not just by legislative agenda completion. Vietnam reaffirms its commitment to an independent, self-reliant foreign policy of peace, friendship, cooperation, and development, advocating for deep and effective international integration to safeguard national interests. Relations with Canada, for instance, are noted for their significant potential, sharing common interests in sustainable development, green transition, supply chain security, and science-technology. The Vietnamese Ambassador to the US highlighted that Vietnam's diplomacy is transitioning from expanding relations to mobilizing resources for development. With enhanced standing, capacity, and confidence from four decades of Doi Moi (Renewal), Vietnam is poised to maximize external resources for national development and make responsible contributions to international peace and security.
