Tuyen Quang Cheating Scandal: University Admissions and Retake Implications

The large-scale graduation exam cheating scandal at a specialized high school in Tuyen Quang Province has impacted university admissions processes in Vietnam. The Ministry of Education and Training announced that 328 students involved in the cheating will retake all subjects on August 14-15. These students will be excluded from the university application "virtual filtering" process, which runs until August 9, but their applications will be retained. Universities will determine their admission status based on the retake results. Many universities have stated they will not reserve special quotas for students implicated in the Tuyen Quang scandal. For instance, Dr. Le Anh Duc, Head of the Training Management Department at the National Economics University, explained that universities will adhere to their initially announced enrollment targets, admitting students with the highest scores. Tuyen Quang students who retake their exams and meet the original admission criteria, along with other requirements like academic records and graduation, will be considered for admission. He added that universities can admit up to 5% over their quota, so a few additional admissions would not cause significant disruption, especially as the 328 students applied to numerous universities and majors. Admissions representatives from other universities confirmed a similar approach. The virtual filtering process will proceed as scheduled from August 4 to 9, with universities finalizing their admission numbers based on announced targets. For the Tuyen Quang students, a separate admission review will occur later. They will be admitted to their chosen majors and universities based on their applications submitted to the Ministry's system in July and the universities' cutoff scores. Professor Nguyen Tien Thao, Director of the Higher Education Department, also stated that after the retake results are available, Tuyen Quang students can cross-reference them with university cutoff scores to determine their admission status. Experts believe this approach safeguards the rights of the nearly 875,000 students applying for university this year. University cutoff scores are set to be announced by 5 PM on August 13. The scandal originated from unusually high Math scores at the Tuyen Quang school, with 290 out of 328 students scoring 9 or above, raising concerns about fairness. The retake was deemed necessary to address this discrepancy. The Ministry stressed that the retakes are not to legitimize results or erase violations. If authorities later confirm violations, students may face consequences, including expulsion from university.
