Cambodia: Suspect Detained in Hit-and-Run Involving Luxury Car and Scavenger Family

In Kandal Province, Cambodia, a man has been arrested and detained in connection with a hit-and-run incident where a luxury car collided with a family of scrap collectors, killing one child and injuring four others. The investigating judge of the Kandal Provincial Court issued a provisional detention order for the suspect, Ing Sun Seng, on August 6. According to the investigating judge's order, the suspect is charged with "reckless driving causing injury and death to others" and "hit-and-run," as stipulated by Articles 83 and 85 of the Law on Road Traffic and Article 543 of the Penal Code. The accused faces a potential prison sentence of two to five years if found guilty by the court. The suspect was apprehended after voluntarily surrendering to the specialized police force in Kandal Province on August 4. Upon his surrender, he agreed to compensate the victims' family with $1,850 USD for their medical expenses. The traffic accident occurred on the night of August 2, 2026, at approximately 11:20 PM, in front of the "168" shop on National Road 21, in Niuy Village, Ta Khmau Commune, Ta Khmau City, Kandal Province. The incident resulted in the death of a 13-year-old girl who was driving a motorcycle with a trailer. Four other family members sustained serious to minor injuries and are currently receiving treatment at Jay Chum Nock Hospital.
