Cambodia Central Bank Governor Earns Third Consecutive A- Rating from Global Finance
National Bank of Cambodia Governor Chea Serey has received an A- rating from Global Finance magazine for the third consecutive year in its 2026 Central Banker Report Cards, acknowledging her strong performance in inflation control and economic growth.
PHNOM PENH, Sept 9, 2026 (KPT) — National Bank of Cambodia Governor Chea Serey has received an A‑ rating from Global Finance magazine for 2026, marking the third consecutive year she has earned the grade for her leadership of the central bank, officials said Tuesday. Serey was included among central bank governors awarded the highest grades of A+, A or A‑ in Global Finance’s Central Banker Report Cards 2026, which evaluates monetary policymakers worldwide. She previously received A‑ ratings in 2024 and 2025. Global Finance has published the report annually since 1994, assessing governors from nearly 100 countries, territories and districts, as well as several regional institutions. Ratings range from A+ to F and measure performance in inflation control, economic growth, currency stability, interest‑rate management and political independence. An A grade is described as representing “excellent performance.” In its 2026 assessment, the magazine said central bank governors face persistent inflation pressures, uncertain growth and rapidly changing conditions while maintaining market and public confidence. Those receiving A‑level grades were praised for discipline, independence and sound judgment in guiding their economies through an unpredictable global environment. Serey was ranked alongside governors from countries with advanced financial systems, including Switzerland, the United Arab Emirates and the Philippines. The recognition places Cambodia’s central bank chief among a select group of international policymakers earning one of Global Finance’s top grades this year. The full Central Banker Report Cards 2026 will be published in Global Finance’s October print and digital editions. For Cambodia, the third consecutive A‑ rating represents continued international recognition of Serey’s leadership since becoming governor in 2023.
