This phase necessitates strong connections between international experience, the knowledge of the global Vietnamese expert community, and domestic practical needs. The founding organizations have agreed on VIPL's operational direction, with the goal of building a knowledge-sharing platform that contributes to Vietnam's policy development according to international standards. VIPL will prioritize three key areas: financial institutions and capital markets; digital economy, new assets, and innovation; and international integration and global financial standards. GOE Alliance, an international organization promoting digital economic development and blockchain ecosystems, will operate VIPL and integrate practical business insights into the policy research process. AVSE Global, a network of experts and intellectuals with thousands of members including scientists, entrepreneurs, and specialists in over 20 countries, will mobilize global Vietnamese experts. The Tony Blair Institute, a non-profit organization founded by former UK Prime Minister Tony Blair, will contribute its methodologies and experience in policy advisory to governments. The Vietnam Global Innovation Forum - VGIC 2026, themed "Future Technology - Vietnam's Digital Leap," was designed as a space for dialogue and cooperation. It brought together policymakers, businesses, startups, investors, and the global Vietnamese expert community to discuss technology strategies, resource mobilization, and the realization of impactful technology initiatives. This year's forum featured 100 influential global Vietnamese and Vietnamese-origin innovators, including experts, scientists, and technology leaders holding key positions in major technology corporations, research institutes, and leading universities worldwide.
