Cambodia Finalizes Administrative Boundary Maps to Streamline Land Registration

The provinces of Battambang, Oddar Meanchey, and Banteay Meanchey in northwestern Cambodia have signed administrative boundary maps for communes and sangkats. This agreement aims to systematize and streamline the land registration process. The signing ceremony was held in Banteay Meanchey province and was presided over by H.E. Lao Davuth, Secretary of State of the Ministry of Land Management, Urban Planning and Construction, representing H.E. Say Sam Al, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction. The event was also attended by H.E. Plek Varry, Chairman of the Provincial Council, H.E. Um Ratry, Governor of Banteay Meanchey Province, and leaders from Battambang and Oddar Meanchey provinces. A joint working group reviewed and aligned the administrative boundaries of all 67 communes and sangkats with the actual management by local authorities, based on boundary maps issued by the Ministry of Interior and agreements between Oddar Meanchey and Battambang provinces. The signing took place in Meeting Room A of the Banteay Meanchey Provincial Hall on the morning of September 17, 2026. This administrative boundary demarcation is in accordance with Article 85 of the Law on Commune-Sangkat Administration promulgated in 2001 and Prakas No. 493 Prak dated April 30, 2001, of the Ministry of Interior. Although some boundaries have been adjusted over time to respond to administrative management, local development, and practical needs, some deficiencies remain in setting boundaries on the ground. Therefore, joint review, coordination, and appropriate resolution of unclear points are essential. This work is expected to significantly contribute to ensuring the efficiency of administrative management, the provision of public services, and the maintenance of public order and security within the localities.
