Cambodia's Ministry of Culture and Intellectual Property Association Sign MoU to Boost Creative Industries

Cambodia's Ministry of Culture and Fine Arts has signed a Memorandum of Understanding (MoU) with the Association for the Promotion of Intellectual Property Commerce to enhance cooperation in intellectual property rights and creative industries. The signing ceremony, held at the Ministry of Culture and Fine Arts on August 7, 2026, was attended by H.E. Long Ponnhasiryvath, Secretary of State of the Ministry of Culture and Fine Arts. The MoU aims to establish partnerships for research and promotion of policy frameworks, mechanisms, and legal regulations, as well as knowledge sharing and human resource development within the sectors under the Ministry's purview. The cooperation will focus on key areas including author's rights and neighboring rights, valuation and commercialization of intellectual property, intangible cultural heritage and creative cultural industries, traditional knowledge and cultural heritage, as well as training and public awareness enhancement. To ensure effective implementation, the MoU stipulates the establishment of two special working groups: the Working Group on Author's Rights and Neighboring Rights, and the Working Group on Intangible Cultural Heritage and Creative Cultural Industries. These working groups will organize specific projects and collaborate to seek funding sources to support activities related to research, legal and policy formulation, and other relevant initiatives in the aforementioned sectors. This collaboration marks a significant step towards safeguarding Cambodia's cultural assets and fostering the development of creative industries that can translate these assets into economic value. Strengthening intellectual property rights protection is crucial for Cambodia as it seeks to attract domestic and foreign investment and achieve sustainable economic growth.
