Cambodia Red Cross and ICRC Hold Inter-Ministerial Workshop on International Humanitarian Law
The Cambodian Red Cross, in collaboration with the International Committee of the Red Cross (ICRC), organized a two-day inter-ministerial workshop on International Humanitarian Law (IHL). The training aims to update knowledge of IHL, understand the roles of the ICRC and Cambodian Red Cross in conflict situations, and foster a culture of respect for IHL.
The Cambodian Red Cross, in collaboration with the International Committee of the Red Cross (ICRC), organized a two-day inter-ministerial and inter-institutional workshop from July 15th to 16th, 2026, on the theme of "International Humanitarian Law in the Current Global Context." The workshop was led by Ms. Pum Chanty Niny, Secretary-General of the Cambodian Red Cross, and Ms. Dorsa Nazemi-Salman, Head of Mission for the ICRC in Cambodia. ICRC delegates facilitated the event, which was attended by approximately 80 participants, including representatives from 19 relevant ministries and institutions, as well as leaders and officials from the headquarters. Ms. Pum Chanty Niny clearly outlined three main objectives for the program: 1. To strengthen and update knowledge of the core rules of International Humanitarian Law (IHL). 2. To gain a deeper understanding of the roles of the ICRC and the Cambodian Red Cross in situations of armed conflict and the implementation of IHL. 3. To identify potential actions to contribute to building a "culture of respect for IHL" at both national and international levels. The Secretary-General also delivered key messages to the workshop participants, urging them to pay close attention to all presentations by the experts. She encouraged active discussion with the speakers to address any questions or unclear points.
