Yangon, July 9 As there are no companies willing to invest in the Yadanarpon New City (Yadanarpon Cyber City) project, which Min Aung Hlaing and his son Aung Pyae Sone are attempting to implement, Expression of Interest (EOI) proposals are being re-invited from domestic and foreign companies, the Ministry of Construction under the military junta announced officially today. The Yadanarpon Cyber City project, which will be implemented with private investment on 1,400 acres out of a total of 2,200 acres near the 21-mile mark of the Mandalay-Lashio highway in Pyin Oo Lwin Township, Mandalay Region, will be based on soft-based industries, according to the Yadanarpon Cyber City Project Supervision Committee. Domestic and foreign companies wishing to invest in the project can purchase proposal forms from July 10, 2026, to August 10, 2026, at the Directorate of Urban and Housing Development, Office No. 40, in Nay Pyi Taw. Proposals must be submitted by 4 PM on August 25, the announcement stated. The Yadanarpon Cyber City project is one of the new city projects the military junta is trying to implement in the Pyin Oo Lwin region. Although investors were invited previously, few showed interest, leading to this new invitation for proposals. Terrorist leader Min Aung Hlaing met with Chinese and Indian businessmen and companies during his visits to India from May 30 to June 3 and to China from June 15 to June 19, promoting the Yadanarpon New City project and offering tax exemptions, land lease rights, and business rights. However, no one has invested. Meanwhile, the military junta plans to open the expanded Anisakan Airport, which is intended to support the Yadanarpon New City project, on July 13, 2026. Although the Yadanarpon New City project aims to develop technology-based industries, information technology industries, and service industries near Pyin Oo Lwin city, economic entrepreneurs have assessed that due to political instability, security conditions, and international sanctions, domestic and foreign investments have been minimal. In Pyin Oo Lwin Township, Mandalay Region, Min Aung Hlaing's son, Aung Pyae Sone, is re-implementing the Yadanarpon New City project, also known as the New Mandalay Resort City project. In the Yadanarpon New City project, Aung Pyae Sone has obtained the rights to construct and operate not only housing projects but also the water, electricity, roads, and basic infrastructure for the entire new city project. The Yadanarpon New City project was re-initiated on 10,000 acres near Thone Taung village in Pyin Oo Lwin Township, Mandalay Region, in 2016 and was attempted to be continued in 2020 before being suspended. The NLD government had started the project with the aim of creating a new city focused on green and technology development and recreational services in Upper Myanmar, but it was suspended again in 2020. Currently, terrorist leader Min Aung Hlaing has ordered the resumption of the Yadanarpon New City project, and a 12-member Yadanarpon New City Project Supervision Committee, led by the Minister of Construction, was formed on August 30, 2025. It is reported that cronies close to the military will receive business rights for this project, and Min Aung Hlaing's son, Aung Pyae Sone, has currently obtained the rights to construct hospitals, roads, and basic infrastructure. The objective is to create Pyin Oo Lwin city as a Green and Smart City, a center for green and technology development and recreational services in Upper Myanmar, and the urban plans for the Yadanarpon New City project have already been completed. The Yadanarpon New City project is planned to include an Agro-Based Industrial Zone Research and Development Center, an Education and Health Services/Tourism Center, and hospitals. Under the previous NLD government, the project consisted of three phases: Phase 1 included 2,200 acres, Phase 2 included 2,919 acres, and Phase 3 included 4,744 acres, encompassing industrial zones, high-end residential areas, affordable housing, golf courses, agricultural zones, and AGRO PARK areas. The Yadanarpon New City project was initially implemented in June 2006 during the era of former dictator Than Shwe and was subsequently suspended. It was re-initiated in 2016 under the NLD government but failed to succeed and was suspended around 2020.
