Cambodia and Vietnam Reaffirm Cooperation for Mutual Development

Cambodian National Assembly President Khuon Sudary met with General Secretary of the Communist Party and President To Lam during her official and friendly visit to Vietnam on the morning of July 28, 2026, reaffirming the strengthening of bilateral cooperation. During the meeting, leaders from both countries affirmed their commitment to further strengthening cooperation based on the spirit of 'good neighborliness, traditional friendship, comprehensive cooperation, and lasting stability' for mutual development. President To Lam warmly welcomed the presence of President Khuon Sudary and her delegation, noting it reflects the excellent culture and close relationship between Cambodia and Vietnam. He congratulated Cambodia on its progress under the leadership of the government born from the Cambodian People's Party, led by Party President and Senate President Hun Sen, and Prime Minister Hun Manet, also acknowledging the support of the Cambodian people for the leadership of the Senate, National Assembly, and the Royal Government of Cambodia. President Sudary expressed her gratitude to President To Lam for his valuable time and warm reception. She extended warm congratulations on his re-election as General Secretary of the Communist Party for another term (2026-2031) by the 14th Party Congress on January 23, and on his strategic vision to lead Vietnam towards becoming a developed nation by 2045. President Sudary further stated that the numerous significant achievements by the Party, State, National Assembly, and people of Vietnam in recent times reflect correct and wise leadership with clear, long-term vision and deep reforms. She particularly highlighted the leadership of General Secretary To Lam, who adheres to good governance principles, leads anti-corruption campaigns, and implements numerous administrative reforms. These efforts have not only driven high economic growth but also positioned Vietnam as a central power both economically and militarily, enhancing its prominent role on regional and international stages. President Sudary also briefed President To Lam on the results of her working meeting with Vietnamese National Assembly Chairman Tran Thanh Man earlier that morning. She emphasized the agreement between the Speakers of both parliaments to amend the Memorandum of Understanding between their respective National Assemblies to align with current practical contexts, thereby promoting the supreme interests of the peoples of both countries. President To Lam congratulated the strong friendship and cooperation between the two countries and their National Assemblies. He recalled the results of his working meeting with Samdech Techo Hun Sen in Phnom Penh in February 2026. He noted that he and Samdech Techo Hun Sen share a clear vision for the development of both countries, especially regarding the connection of expressways from Phnom Penh to Ho Chi Minh City and the establishment of a border of peace and development between the two nations. President To Lam stressed that Cambodia and Vietnam must develop together. He underscored cooperation in all sectors, including trade, such as Vietnam purchasing rice and cashew nuts from Cambodia or potentially establishing processing plants in Cambodia. He also affirmed the significant role of Cambodia and Vietnam in building peace and development in the region, stating that as an ASEAN member state, Vietnam does not wish to see the community face problems or insecurity. President Sudary highlighted the important role of parliamentary diplomacy in the current complex and changing global landscape. She stated that parliamentary diplomacy actively complements state and party diplomacy, ensuring harmony and flexibility to overcome the 'storms' of geopolitical and economic shifts in the region and globally, which are complex, uncertain, and high-risk. The goal is to maintain global peace and achieve sustainable development through a culture of dialogue based on international law. She reiterated Cambodia's stance of respecting international law, cherishing peace, actively promoting open, inclusive multilateralism, and upholding the rule-based international order to ensure peace, stability, and shared prosperity for all humanity.
