PM Hun Manet: Ethics, Transparency, Professionalism Crucial for Public Servants

Prime Minister Hun Manet of Cambodia has asserted that no digital platform can replace the ethics, transparency, and professionalism of public servants, stating that these values are the true foundation of public trust. Speaking at the opening of the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ACCSM Plus Three Cooperation on Civil Service Matters in Siem Reap, under the theme "Innovation for Better Service Delivery," the Prime Minister emphasized that innovation must be built upon strong institutions and capable human resources. He noted that ASEAN member states are at different stages of development, making it essential to narrow development gaps and ensure that every country can adopt and utilize emerging technologies, particularly artificial intelligence (AI), at an appropriate and sustainable pace. The Prime Minister underscored that regardless of how advanced technology becomes, it cannot function or evolve on its own without people. He stated that digital transformation must go hand in hand with continued investment in human capital, leadership development, and integrity. "Innovation in governance must be driven by stronger institutions and human capital, rather than relying solely on digital tools," he said, adding that no digital platform can substitute for the ethics, transparency, and professionalism that form the genuine basis of public confidence.
