Banteay Meanchey Province Approves Over 152 Billion Riel Budget for 40 Priority Projects to Drive Development

The Provincial Council of Banteay Meanchey province, in the northwest of Cambodia, held its 26th ordinary meeting of the 4th mandate to approve development plans for the next three years, underscoring its commitment to local development and improving the livelihoods of its residents. The meeting resulted in the approval of the draft "Rolling Investment Program (2027-2029)" of the provincial administration and a list of priority investment projects utilizing only provincial funds. This three-year master plan encompasses a total of 40 projects, with an estimated budget of approximately 152.434 billion riels (about $37 million). The projects are allocated across key sectors: the economic sector will receive over 82 billion riels for 9 projects, focusing on infrastructure development, particularly roads, to stimulate economic growth. The social sector will be allocated over 13 billion riels for 14 projects, focusing on education, health, and social protection. The natural resources, environment, and climate change sector will receive over 37 billion riels for 6 projects, aimed at responding to climate change and ensuring sustainable environmental protection. The administration and public order sector will receive over 19 billion riels for 11 projects, focusing on strengthening "safe villages and communes" and improving public service delivery. During the meeting, H.E. Plack Varry, Chairman of the Provincial Council, expressed gratitude and high appreciation for the efforts of the council members and the provincial government in preparing the investment plan. He emphasized that the 40 approved projects are not merely figures on paper but represent the economic breath and direct benefits for the people of Banteay Meanchey province, urging all relevant parties to ensure transparency, accountability, and maximum efficiency in their implementation to meet the people's trust. Furthermore, H.E. Ouk Rathry, the Provincial Governor, expressed the provincial administration's firm commitment to transforming this strategic plan into tangible achievements on the ground. He reminded and advised all relevant ministries, departments, and authorities at all levels to pay close attention, inspect, and continuously monitor the implementation of each project. In addition to the approval of the three-year rolling development budget, the 26th ordinary meeting also reviewed, discussed, and approved several other important agenda items. These included the draft agenda for the 26th ordinary meeting, the draft minutes of the 25th ordinary meeting, the draft monthly report of the provincial administration for June 2026, the draft decision on amending Article 1 (two) of Decision No. 118/25 S.S.R. of the provincial administration regarding the adjustment of the 4th mandate Women and Children Affairs Consultation Committee (WCC) to strengthen mechanisms for protecting and promoting the rights of women and children in the province more effectively. Also approved was the draft table for the distribution of incentive bonuses derived from administrative service fees, intended to support officials and staff of the provincial administration for June 2026, and administrative strengthening funds to encourage the spirit of public service among civil servants.
