Bangladesh PM Seeks Investment and Better Trade Terms on Upcoming US Visit

Bangladesh's Prime Minister Tarique Rahman is traveling to the United States on September 21 to attend the U.N. General Assembly meeting. This marks his third international visit as prime minister, following trips to Malaysia and China. During his upcoming visit to the U.S., Rahman aims to attract American investment and improve trade terms, building on the economic outcomes from his recent trip to China. In Beijing, Prime Minister Rahman met with President Xi Jinping, securing agreements on the development of economic zones and the modernization of ports. However, the prospects for a meeting with U.S. President Donald Trump remain uncertain, and it is unclear whether the visit will yield the expected results. The U.S. is a crucial market for Bangladesh, with exports of ready-made garments reaching $7.74 billion in fiscal year 2025–26, significantly higher than the $1.3 billion in goods imported by China across all categories in calendar year 2025. The importance of the American market remains paramount. During his U.S. visit, Prime Minister Rahman seeks to expand investment from American sources. U.S. Special Envoy for South and Central Asia Sergio Gor has discussed the potential for increased investment through the U.S. International Development Finance Corporation (DFC) and offered assistance in facilitating a U.S. investor summit in Bangladesh. Discussions are also expected to cover the resumption of U.S. Food and Drug Administration (FDA) testing activities in Bangladesh, which directly impacts market access for exports like pharmaceuticals to the U.S. However, Prime Minister Rahman faces the complex challenge of balancing relations between the U.S. and China. A reciprocal trade agreement signed between the U.S. and Bangladesh in February includes a provision that could allow the U.S. to terminate the deal if Bangladesh enters into an agreement granting special trade benefits to a "non-market country," a term understood to include China. While this clause does not prohibit Chinese investment in Bangladesh, it could leave Rahman facing the risk of losing U.S. benefits if he pursues a trade agreement with Beijing. The Commerce Minister has stated that problematic provisions can be amended through negotiation. It is anticipated that the Prime Minister will raise these concerns during his U.S. visit to clarify exporter benefits, seek flexibility on purchase commitments, and ascertain the practical implications of the China-related conditions. Furthermore, the U.S. has proposed Bangladesh's participation in Pax Silica, an initiative covering artificial intelligence, semiconductors, and critical mineral supply chains. This offers potential for new areas of cooperation beyond traditional sectors like garments and aircraft purchases. Prime Minister Rahman's visit to the U.S. presents a significant opportunity for Bangladesh's economy, but its success will hinge on his ability to skillfully navigate relations with both the U.S. and China.
