Overseas Vietnamese Seen as Strategic Resource for National Development

The Politburo of the Communist Party of Vietnam has issued Resolution No. 23-NQ/TW on August 2, 2026, marking a strategic shift in overseas Vietnamese affairs. The resolution designates the community of over 6.5 million Vietnamese living in more than 130 countries and territories as an important strategic resource for national development. This move aims to create greater opportunities for overseas Vietnamese to contribute to the country's progress. Overseas Vietnamese are recognized for their deep ties to their homeland, as well as the valuable knowledge, expertise, and international networks they possess. They serve as a bridge, bringing international insights, technological advancements, and potential business collaborations to Vietnam. The government's policy aims to leverage these assets more effectively. To facilitate this, the resolution emphasizes creating a more supportive environment for overseas Vietnamese to contribute. This includes initiatives like learning platforms designed to help younger generations of overseas Vietnamese connect with their language and culture, fostering a stronger sense of national identity and encouraging future engagement with the homeland's development. This strategic focus on the diaspora is a key component of Vietnam's development strategy within its one-party political system. As Vietnam pursues robust economic growth, the ability to attract and integrate international talent and capital is crucial for its global competitiveness.
