The 3rd plenum of the 14th Central Committee of the Communist Party of Viet Nam adopted key resolutions on renewing the development model, national security strategy, and societal development. Agreement in principle was also reached to upgrade Quang Ninh and Bac Ninh provinces to centrally-governed cities.
