Hanoi Demands Clarification of Responsibility in Student's Drowning Death

Hanoi City People's Committee has ordered a thorough investigation into the death of a male student who fell into a drainage ditch on September 18, demanding clarification of responsibilities. City Chairman Vu Dai Thang instructed the Departments of Health and Nội vụ, the People's Committee of Dong Ngac ward, and other relevant units to visit, console, and provide material and spiritual support to the victim's family. Furthermore, the Dong Ngac ward People's Committee was tasked with leading the investigation, in coordination with relevant units, to urgently verify the facts, determine the responsibilities of organizations and individuals involved, and handle the matter according to legal regulations. They were also instructed to implement immediate remedial measures and report the results to the City People's Committee by September 20. This incident has highlighted long-standing issues raised by residents. The area around Vien Street, where the accident occurred, frequently experiences deep flooding during heavy rains, posing a constant danger. Despite repeated requests for improvements from residents, no specific measures had been taken. Around 10 AM on September 17, the motorcycle of a first-year student from the Faculty of Mechanical Engineering at Hanoi University of Mining and Geology was found at the entrance of a drainage ditch on Vien Street, but the student was nowhere to be found. At the time, the street was deeply flooded due to heavy rain, and the drainage ditch's suction created a strong vortex. On the afternoon of September 18, search teams discovered the student's body at the outlet of the drainage ditch flowing into the Nhue River, under the Vien Bridge, approximately one kilometer from the accident site. Under Vietnam's one-party system, authorities typically demonstrate a prompt response and a commitment to accountability when public safety incidents occur. However, cases like this, where long-standing resident grievances surface after an accident, suggest potential delays in administrative responses and structural issues where citizen voices may not be fully incorporated. As Vietnam continues its economic growth, the lag in infrastructure development and safety measures is a critical issue directly impacting public life.
