Cambodia Launches Citizen-Led Project to Enhance Local Governance

The Cambodian government has officially thrown its support behind a new initiative aimed at bolstering local governance and enhancing financial transparency at the sub-national level. The project, dubbed 'CLIPS' (Citizen-Led Initiative for Planning and Service Delivery), is a collaborative effort involving seven non-governmental organizations (NGOs). The core objective of CLIPS is to empower citizens by fostering greater transparency in how their local communes and sangkats manage budgets and deliver services. The initiative seeks to strengthen the ownership of citizens in planning and service provision, ultimately aiming for improved local administration and more responsive public services. Mr. Chey Sambathpholla, who heads the Policy Analysis and Development Unit at the Ministry of Interior's National Committee for Sub-National Democratic Development (NCDD), lauded the project during its launch. He stated that CLIPS will play a significant role in reinforcing the transparency, accountability, and efficiency of local governance. Mr. Sambathpholla highlighted that citizen participation is a cornerstone of effective decentralization and deconcentration reforms, enabling residents to actively contribute through providing suggestions, participating in decision-making, accessing information, and overseeing the work of local authorities. The consortium implementing CLIPS includes Oxfam, alongside six other prominent organizations: the Information and Policy Advocacy Institute (API), the Cambodian Association for Media Professionals (CamboJA), Development and Partnership in Action (DPA), the NGO Forum on Cambodia (NGOF), SILAKA, and the Youth Resource Development Program (YRDP). According to Ms. Sophany Phean, Oxfam's Country Director in Cambodia, the project is designed to advance reforms in decentralization and public financial management. It will achieve this by encouraging citizen participation in the crucial processes of local planning and budget review. "By strengthening local planning, budget transparency, and public participation, we can help build stronger trust between communities and local authorities, as well as contribute to more inclusive and effective public service delivery," Ms. Phean remarked. Providing crucial funding for CLIPS, Ms. Sonia Carlotti, Head of Governance and Citizen Participation at the Swiss Agency for Development and Cooperation (SDC), expressed optimism about the project's potential. She anticipates that it will elevate transparency in budget preparation and local governance, ensuring that services are tailored to meet the actual needs of the populace. Ms. Carlotti also emphasized a broader principle: "As citizens, we are not just recipients of development; we are also a vital driving force for that development." The CLIPS project is scheduled to commence in June 2026 and conclude in August 2028. Its implementation will span 14 districts and municipalities, encompassing 60 communes and sangkats across the capital city of Phnom Penh and the provinces of Kampong Cham, Kampong Chhnang, Pursat, Mondulkiri, and Ratanakiri.
