Cambodia Vows to Combat Tech Scams, PM Declares Strong Resolve

Prime Minister Samdech Techo Hun Manet on the morning of September 23, 2026, reiterated his strong commitment to protecting Cambodia and not allowing its honor and national interests to be undermined by technology-based scams. Samdech Techo Hun Manet clearly stated, "Cambodia will not allow technology-based scam networks to destroy the nation's progress and the livelihoods of over 17 million Cambodian people." This statement was made during the official opening of the International Conference on Combating Technology-Based Scams, hosted by Cambodia. Addressing representatives from friendly nations, the International Criminal Police Organization (Interpol), and the U.S. Federal Bureau of Investigation (FBI) attending the conference, Samdech Techo emphasized that Cambodia will not become a safe haven for technology-based scams. Prime Minister Hun Manet further clarified that the technology-based scam industry did not originate in Cambodia, nor is this type of crime exclusive to Cambodia. According to the Prime Minister, Cambodia's initial involvement in this issue was linked to the growth of online gambling and casino-related businesses. This led to the rapid evolution and adaptation of technology-based scam networks across borders. This rapid infiltration, the Prime Minister explained, has exploited investments in real estate, commercial activities, legal loopholes, and complex cross-border telecommunication networks, creating an ecosystem of transnational scams. However, with determined efforts, Samdech Prime Minister stated that Cambodia has implemented stringent crackdown measures against technology-based scam activities and shows no leniency. In addition to these rigorous measures, Cambodia has established the Law on Combating Technology-Based Scams, which was implemented in April 2026 to close legal loopholes concerning this crime and work towards its complete eradication. Samdech Techo considers the enforcement of this law against technology-based scams a permanent national security obligation, not merely a campaign for public relations or image projection. He stressed that Cambodia focuses on efforts to completely eliminate criminal networks and prevent their resurgence. "We have completely eliminated large-scale locations within Cambodia," announced the Prime Minister of Cambodia.
