Vietnam Debates Land Law Amendments, Focusing on Pricing, Compensation, and Speculation
Vietnam held a meeting on the draft Land Law amendments, focusing on issues like land acquisition authority delegation, compensation, and land pricing. The government intends to incorporate principles for anti-speculation and idle land measures into the law, with detailed regulations to be issued by the government.
On September 21, at the Government Headquarters, Deputy Prime Minister Hoang Ngoc Dung chaired a meeting with relevant ministries and agencies regarding the draft revised Land Law. The meeting focused on discussing and proposing solutions for the bottlenecks in the draft Land Law, particularly concerning the delegation of land acquisition authority, notarization regulations, compensation policies, and land price determination. Deputy Prime Minister Dung highly appreciated the delegates for their focused discussions, clarification of issues, and proposals for solutions to the challenges in the draft revised Land Law. He emphasized the need to research and include only framework and principle-based provisions in the law to limit frequent amendments as new issues arise in practice. For content with differing opinions, the Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to take the lead in continued review and thorough research, ensuring that compensation policies are reassessed to prevent loopholes that could lead to state asset loss and corruption. Regarding land price calculation mechanisms and land price schedules, it was stressed that they need to be designed to suit the actual conditions of each locality. Principles for anti-speculation taxes and measures to handle idle land are to be studied and incorporated into the revised Land Law. Based on these principles, the Government will issue detailed regulations to ensure policies are implemented appropriately in practice. In the afternoon of September 21, Deputy Prime Minister Hoang Ngoc Dung attended the 7th Regional Logistics Forum 2026 in Hai Phong, themed "Creating New Development Space for the Red River Delta Region's Logistics." He emphasized that logistics is no longer just a supporting service industry but should be viewed as a crucial component of national economic infrastructure, directly determining the competitiveness of goods, businesses, and the entire economy. At the forum, the Deputy Prime Minister proposed five key tasks to be focused on for the development of logistics in the region.
