Hanoi's Ring Road 3 May Abolish Emergency Lane to Ease Congestion

In Vietnam's capital, Hanoi, a proposal has been put forward to abolish the emergency lane on the elevated section of Ring Road 3 to alleviate traffic congestion. The Traffic Police Department (Cục CSGT) has requested the Hanoi Department of Construction (Sở Xây dựng Hà Nội) to study adjustments to traffic organization. The proposal suggests maintaining three running lanes in each direction without an emergency lane, while also considering a reduction in the operational speed to ensure uniform speeds across the entire elevated Ring Road 3. The impetus for this proposal stems from the severe vehicle overload on the elevated Ring Road 3. Statistics indicate that during peak hours, the daily traffic volume on the Thanh Trì Bridge and the entire Ring Road 3 reaches approximately 122,000 vehicles per day, nearly 8.1 times the designed capacity. This chronic overload places significant pressure on ensuring traffic order, safety, and smooth flow. Ring Road 3 serves as a vital artery for Hanoi, designed for high-speed automobile traffic. It directly connects Thăng Long Bridge to Thanh Trì Bridge, facilitating the diversion of inter-provincial traffic away from urban streets below, thereby preventing conflicts with city traffic.
