Vietnam's NA Mulls Special Mechanisms for APEC 2027 Projects

The National Assembly (NA) of Vietnam is reviewing special management and implementation mechanisms to ensure projects related to the 2027 Asia-Pacific Economic Cooperation (APEC) meeting proceed on schedule. This initiative reflects Vietnam's growing role on the international stage and will test its capacity for efficient project execution under its one-party system. Draft laws under consideration include the Law on Urban Development; a law amending and supplementing several articles of 10 laws concerning administrative procedures and business conditions in the agriculture and environment sectors; and a law amending and supplementing several articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on E-Transactions, and the Law on Technology Transfer. These legislative proposals aim to streamline and enhance transparency in the project lifecycle, from planning and approval to execution and oversight. For large-scale infrastructure developments like the Ring Road No. 5 project, which involves complex procedures such as land acquisition, environmental assessments, and material procurement, these special measures are intended to prevent delays and ensure the successful hosting of the APEC meeting. This move is crucial for Vietnam, which prioritizes economic growth and seeks to bolster its international credibility. The NA also approved the appointment of Nguyen Tien Hai as Minister of Home Affairs, a step seen as reinforcing the stability and efficiency of domestic administrative structures. Furthermore, the first extraordinary session of the 16th National Assembly is scheduled to open on August 3. This session is expected to focus on legislative measures necessary for advancing APEC-related projects and other significant national agendas. While Vietnam's one-party system allows for swift decision-making and policy implementation, balancing this with the incorporation of diverse public opinions remains a key challenge.
