Vietnam Mandates Use of Personal Identification Numbers for Social Insurance Claims

Vietnam's Social Insurance agency is strengthening its mandate for the use of personal identification numbers (IDNs) or citizen ID card numbers in social insurance benefit claims. The Hanoi Social Insurance agency has issued a directive requiring employers to accurately declare these numbers on claim forms to ensure timely and precise payment of benefits to workers. This initiative is part of a nationwide digital transformation plan by the Vietnam Social Insurance agency to replace the traditional social insurance number with the IDN or citizen ID card number. This transition is being implemented across all operational software of the Vietnam Social Insurance agency, aiming to streamline the reception, processing, and disbursement of benefits. Employers are required to declare the IDN or citizen ID card number of workers when preparing social insurance benefit claim forms, particularly for those whose information has already been converted to the IDN. They are also urged to proactively review the ID information of their employees to minimize discrepancies that could lead to corrections or additional applications. The Hanoi Social Insurance agency requests employers to collaborate by notifying their workers about this directive and ensuring that benefit claims are processed in accordance with regulations. Data from the Hanoi Social Insurance agency indicates that in the first seven months of 2026, the agency processed 343,075 social insurance and unemployment benefit claims. Pension and social insurance benefits were disbursed to 607,320 individuals, totaling VND 29.542 trillion. The rate of payment via personal accounts reached 99.61%, highlighting the effectiveness of digital transformation in benefit payments, contributing to improved service quality and public convenience.
