Vietnam's Online Law Quiz Sees High Public Engagement

The "Learning about the Constitution and Laws" online contest, organized by Vietnam's Ministry of Justice, has achieved remarkable success in its initial week, drawing over 900,000 participants. This high level of engagement underscores a growing public interest in legal matters and the effectiveness of digital platforms in disseminating legal knowledge across Vietnam. The competition is strategically timed to coincide with significant national milestones, including the upcoming 80th anniversary of the 1946 Constitution and the 81st anniversary of the Vietnamese Judiciary's traditional day. It also serves as a key initiative for Vietnam's National Law Day in 2026. The overarching objective is to elevate citizens' comprehension of the Constitution and laws, thereby cultivating a stronger sense of legal adherence throughout society. This effort is crucial for building a socialist rule-of-law state in the new era, as outlined in recent governmental resolutions. Beyond mere participation, the contest is designed to be a catalyst for digital transformation within the legal education sector. It aims to enhance the utilization of the National Law Portal, encouraging citizens and businesses alike to develop a regular practice of seeking and engaging with legal information online. The organizers envision this as a vital step in fostering a digitally-literate populace regarding legal matters. Data from the first week, which ran from August 20 to August 26, 2026, shows a total of 903,132 participations as of 11:00 AM on September 10. The significant number of repeat participants suggests that the contest has successfully maintained user interest beyond the initial novelty, fostering deeper and continuous engagement with the legal content. Geographically, Ho Chi Minh City has emerged as the leading participant hub, registering 139,981 entries. Hanoi follows with 83,710 participants, and Hai Phong City with 73,955. The enthusiastic response from these major urban centers indicates that the contest's appeal extends well beyond governmental and institutional circles into the broader community. Governmental and security bodies have also actively encouraged participation. The Ministry of Public Security leads with 51,123 participants, followed by the Ministry of Education and Training (24,552) and the Ministry of National Defense (18,482). Other ministries, including Health, Finance, and Justice, also show notable participation rates. A particularly noteworthy achievement of the contest is its inclusivity, attracting participants from all 53 of Vietnam's ethnic groups. This broad demographic reach highlights the initiative's success in transcending cultural and linguistic barriers. While majority ethnic groups like the Kinh, Tay, and Thai are well-represented, the system has also recorded participation from various ethnic minorities, including the Si La, O Du, Ro Mam, Pu Péo, and others. In addition to ethnic diversity, the contest has successfully engaged specific vulnerable and underrepresented groups. As of September 10, the statistics show 9,705 participants from ethnic minorities, 5,971 individuals reintegrating into the community, 711 people with disabilities, and 612 elderly participants. This demonstrates a commitment to ensuring legal education is accessible to all segments of society. Ultimately, the contest aims to bridge the gap between legal frameworks and the everyday lives of citizens. By encouraging proactive learning and a heightened sense of legal responsibility, it contributes to the overarching goal of building a society where the Constitution and laws are paramount.
