Vietnam Seeks Russian Support for Quantum Technology Strategy

Vietnamese Minister of Science and Technology Vu Hai Quan proposed Russian support for developing a quantum technology strategy and establishing a joint research center for strategic technologies during a meeting with Russian Minister of Science and Higher Education Valery Falkov on September 8. Quan highlighted Russia as Vietnam's "most reliable partner" in science and technology, expressing hope for new advancements in bilateral cooperation. The proposal includes developing specific cooperation projects and human resource training based on a framework strategy for quantum technology. Additionally, Quan suggested forming a joint research center focused on strategic technologies such as quantum, nuclear, and artificial intelligence. He proposed utilizing existing university facilities in Vietnam to establish the center, which would connect directly with businesses and serve as a coordination hub for doctoral training. Quan noted the increasing interest from both countries' scientific communities in joint research projects, with the number of registered proposals tripling compared to 2023. Four projects have been selected for implementation between 2027 and 2029, and he called for a review of the selection process to ensure effective and continuous project execution. Minister Falkov agreed on the importance of focusing on areas aligned with each nation's scientific and technological development strategies. He expressed strong interest and full support for Vietnam's quantum technology strategy proposal, with further detailed discussions planned. Falkov also supported the initiative for a joint research center in principle, suggesting specific points for discussion at the upcoming Education, Science, and Technology Cooperation Committee meeting in December. Both ministers acknowledged that Vietnam and Russia possess favorable conditions to elevate their scientific cooperation, citing sustained direct dialogue and effective implementation of numerous research projects.
