Cambodia Accelerates Legal Framework for Military Conscription
Cambodia's Ministry of Justice held a meeting to review the draft guidelines for implementing the Military Service Law. The aim is to ensure transparency, accountability, efficiency, and legal consistency in the conscription process.
On the morning of Tuesday, September 8, 2026, at the Ministry of Justice in Phnom Penh, His Excellency Dr. Kim Santhipheap, Secretary of State of the Ministry of Justice and member of the National Military Service Committee, led a working meeting to review, discuss, and adjust the draft "Guideline on the Operational Regulations for the Implementation of the Military Service Law." He was joined by His Excellency General Sin Sophanny, member of the National Military Service Committee, Deputy Commander-in-Chief of the National Gendarmerie, and representative of the working group for the procedures and regulations of military service. The meeting involved leaders and expert officials from the Ministry of Justice, along with members and expert officials of the National Military Service Committee. During the meeting, His Excellency Dr. Kim Santhipheap and expert officials from the Ministry of Justice, along with representatives from the National Military Service Committee, exchanged views and meticulously reviewed the procedural flow at each stage of the Standard Operating Procedures (SOP) to ensure that the implementation of the Military Service Law proceeds with transparency, accountability, efficiency, and legal consistency.
