Tuyết Chinh Dental Clinic Loses License for Unqualified Staff, Unlicensed Practice

Ho Chi Minh City's Tuyết Chinh Dental Clinic, located in Hạnh Thông ward, has been fined over VND 93 million and had its operating license suspended for three months for employing individuals without proper certifications and for other numerous violations. The person responsible for professional expertise at the business establishment, a dental clinic on Trần Thị Nghỉ street, also had their professional practice certificate suspended for two months. According to the decision announced by the Department of Inspection - Legal Affairs, Ho Chi Minh City Department of Health, on September 4, the clinic used practitioners without certifications. It also provided medical examination and treatment services beyond the scope of its licensed professional practice, except in cases of emergency. The clinic failed to meet certain operating conditions stipulated in its license, did not maintain patient medical records as required, and advertised medical examination and treatment services without specifying the licensed scope of professional practice. Previously, on August 26, Ms. Nguyễn Thị Tuyết Chinh, 41, the clinic's owner, was sentenced by the People's Court of District 7, Ho Chi Minh City, to two years of imprisonment suspended for three years for the crime of causing public disorder. According to the verdict, in August 2021, Ms. Chinh accepted a female customer for orthodontic treatment at a cost of VND 20 million. After the braces were removed in August 2025, the customer experienced tooth pain and claimed the treatment results affected her aesthetics. She requested the clinic to rectify the issue and provide compensation, but both parties could not reach an agreement. In the afternoon of September 3, 2025, the woman, accompanied by a friend, visited the clinic to demand compensation. A conflict arose between the two parties. Ms. Chinh allegedly pressed a stick-like object against the customer's neck and pushed her onto the sofa, snatching her phone when she saw her filming. A video of the incident was later posted on social media. Ms. Chinh was prosecuted and subsequently tried for causing public disorder. Also on September 4, the Ho Chi Minh City Department of Health announced decisions to fine several other establishments. Việt Đức Traditional Medicine Co., Ltd. in Bến Thành ward and Phổi Việt Medical Joint Stock Company were fined VND 148 million and VND 102 million, respectively, for providing medical examination and treatment services beyond their licensed professional scope and for other violations. The branch of Yen Clinic Co., Ltd. in Tân Quý ward was fined VND 64 million and had its medical examination and treatment operating license suspended for one month. This establishment violated regulations on signage and advertising, using words such as "best," "only," "number one," or similar meanings without legitimate supporting documents. The business location - Haberi Co., Ltd. was fined VND 90 million, and the business establishment Haris Hồng Anh Beauty & Clinic was fined VND 45 million. Both establishments were also suspended from operation for 18 months for providing medical examination and treatment services without a license.
