NEW YORK, July 10, 2026 (KPT) – Cambodia has urged the international community to intensify efforts to prevent and respond to conflict‑related sexual violence, calling for strict compliance with international law and accountability for perpetrators. Speaking at a high‑level open debate of the United Nations Security Council, Cambodia’s Permanent Representative Chhea Keo said survivors must remain at the centre of all global responses to sexual violence in war. He stressed that justice, protection and support for victims should be prioritized in every measure taken. The debate, titled Honouring the Promise of International Law to Survivors of Conflict‑Related Sexual Violence, was chaired by Democratic Republic of Congo Prime Minister Judith Suminwa Tuluka, who presides over the Council in July. The session brought together member states and UN officials to examine how international law can be more effectively applied to protect survivors and deter violations. Ambassador Keo underscored that both state and non‑state actors must fully comply with international humanitarian and human rights law, as well as relevant Security Council resolutions. He called for perpetrators to be investigated and prosecuted through fair, credible and survivor‑sensitive judicial processes. “A survivor‑centred approach must remain at the heart of international action,” Keo said, noting that accountability mechanisms must be strengthened to ensure lasting protection. He added that Cambodia supports collective efforts to uphold international law and reaffirmed its commitment to working with partners to end impunity for conflict‑related sexual violence.
