Vietnam's International Financial Centre Aims to Convert Pledges into Capital Inflows
Vietnam is establishing an International Financial Centre in Ho Chi Minh City (VIFC-HCMC) aiming to become a global financial hub in advanced sectors like green finance and fintech. Converting investment pledges into actual capital inflows hinges on strengthening governance and ensuring transparency.
The development strategy for VIFC-HCMC envisions a comprehensive financial ecosystem encompassing green finance, carbon credits, financial technology (fintech), blockchain technology, digital assets, digital banking and other innovative business models. These highly internationalised sectors involve complex cross-border transactions and sophisticated legal structures. Saigon Marina IFC, an emerging landmark, reflects Ho Chi Minh City’s pioneering spirit. Designed to become an International Financial Centre, this new architectural icon along the Saigon River is envisioned not only as a premium commercial complex but as a central platform supporting financial institutions, international investors and cross-border capital flows in the years ahead. To compete with other financial centres in the region, VIFC-HCMC will need not only initial capital commitments but also consistent institutions, stronger governance standards, transparency and the continuous development of competitive financial products. A comprehensive transport network is taking shape around Long Thanh International Airport, as Dong Nai city accelerates the construction of major road projects to complement expressways and ring roads linked to the country's largest airport. The Evo is priced at 17.5 million IDR (about 973.90 USD) in Jakarta and is available in four colour options: black, red, white and olive green. The Feliz II is sold for 18.5 million IDR, while the Viper is priced at 22 million IDR. All prices include a battery subscription package. With geopolitical uncertainties expected to persist, experts said Vietnam must strengthen exporters' capacity to meet international standards while optimising logistics and distribution networks to safeguard its position in the Middle East. CAAV statistics show that international passenger throughput reached 26.2 million as of June 15, 2026. Of the total, Vietnamese airlines transported 9.6 million international passengers, a slight increase of 0.2% year-on-year, accounting for 36.6% of the total international passenger market. Beyond sourcing products, RoK companies aim to build long-term partnerships with Vietnamese firms through product showcases, business-to-business (B2B) matchmaking, investment opportunities and sustainable supply chain development. The two sides will study and localise key technologies covering signalling, communications, power supply, electromechanical systems (E&M), SCADA, operations control centres (OCC), automatic fare collection (AFC) and platform screen doors (PSD), while advancing technology transfer, workforce development and the capabilities of domestic enterprises. Held on the sidelines of VIETLAO EXPO 2026, the seminar aimed to help businesses explore trade and investment opportunities and foster cross-border production and supply chains. Through the alliance, BIDV will gain access to international methodologies, technical guidance and updated emissions factors covering multiple countries and economic sectors. Chairing a meeting with representatives of US business associations and companies operating in Vietnam, Tuc praised the US business community for its substantive contributions to Vietnam's socio-economic development as well as the two countries’ relations. Shantanu Chakraborty, ADB Country Director for Vietnam, noted that while achieving strong growth in a single year is encouraging, maintaining both the pace and quality of growth over many years will be essential if Vietnam is to achieve its goal of becoming a high-income country by 2045. As part of the city's digital transformation drive, the organising board also guided fishermen and vessel owners through procedures for updating fishing vessel information on the VNeID electronic identification platform and instructed them on the use of the electronic fishing logbook system. Politburo Resolution No. 10-NQ/TW, issued on June 8, 2026, recognises the foreign-invested sector as an important component of the national economy, signalling a major shift in the country's investment attraction strategy. Rather than prioritising labour-intensive projects, Vietnam is now seeking high-quality investments capable of driving technological progress, innovation, sustainable development and stronger participation in global value chains. Hanoi will establish and operate flagship night-time economy zones supported by preferential policies, including heritage and cultural districts in Hoan Kiem, Cua Nam, Ba Dinh, Son Tay and Soc Son; modern entertainment hubs in Tay Ho-West Lake West, My Dinh and Dong Anh; creative economy zones linked to cultural industries such as theatres, cinemas and museums; and cultural tourism and resort destinations in suburban craft villages including Bat Trang, Ba Vi and Huong Son. According to the company, the software update is intended to fine-tune the FCA system by reducing its sensitivity and optimising operating parameters while maintaining its core safety functions.
