Vietnam Signals Deeper Engagement with BRICS

Vietnam is exploring the potential for deeper engagement within the BRICS bloc, particularly as the group continues to expand and strengthen its role in global economic governance. This move indicates Hanoi's aim to consolidate its strategic position by substantively participating in BRICS cooperation mechanisms, while maintaining a balance with ASEAN and other international partners. Prime Minister Le Minh Hung, leading a high-ranking delegation, is scheduled to attend the 18th BRICS Summit and hold bilateral engagements in India from September 12 to 13. This summit presents an opportunity for Vietnam to enhance its influence within the BRICS framework. Hanoi has consistently called for responsible conduct in accordance with international law and the UN Charter, emphasizing respect for the independence, sovereignty, and territorial integrity of states, as well as the peaceful settlement of disputes. The importance of ensuring security, safety, and freedom of navigation through straits in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS), has also been underscored. Prior to this engagement, Vietnam has also focused on strengthening ties with Russia. Recent high-level discussions have affirmed the commitment to further advance their Comprehensive Strategic Partnership, with concrete measures agreed upon across various sectors including politics, diplomacy, defense, security, economy, trade, energy, science-technology, and education. Science-technology, innovation, and digital transformation are identified as key drivers for the future of bilateral relations. Operating within a one-party system, Vietnam prioritizes economic growth while strategically navigating its international relations to maximize national interests. Engagement with multilateral frameworks like BRICS is seen as a key strategy to expand its global footprint and balance its relationships, particularly with China.
