Ho Chi Minh City and Special Urban Development Law Aims to Accelerate Decentralization and Infrastructure Investment

Vietnam is advancing the development of a new draft law aimed at promoting urban development and supporting the growth of Ho Chi Minh City and other special urban areas. This draft "Urban Development Law" seeks to promptly resolve bottlenecks concerning decentralization, policy mechanisms for economic infrastructure development, resource mobilization, urban governance, and implementation structures. The primary focus of the draft law is to promote modern urban management thinking and establish a framework that fosters development. Ho Chi Minh City, in particular, is ready to commence its application immediately upon the law's approval. This legislation is expected to serve as a new impetus for urban development by strengthening decentralization and promoting sustainable urban growth. Under Vietnam's one-party system, the central government largely directs economic policy, but recent years have seen a focus on decentralizing power and accelerating economic growth. For economic hubs like Ho Chi Minh City, rapid decision-making and infrastructure investment are crucial, and this law aims to provide the legal foundation for these needs. It is also seen as an effort to enhance the domestic economy's self-sustaining growth capabilities amidst the complex economic and geopolitical relationship with China.
