Three Vietnamese TikTokers Charged for Public Disturbance and Obscene Livestreams

In Bac Ninh province, northern Vietnam, three popular TikTokers – Nguyen Van Hoi (known as Khanh Sky), Ho Van Khoa, and Tran Dinh Tiep (known as Vua Quat) – have been prosecuted for alleged public disturbance and obscene livestreams. According to the Bac Ninh Provincial Police, the investigative agency has initiated prosecution against Khanh Sky for the crimes of disturbing public order and abusing democratic rights to infringe upon the interests of the State, and the legal rights and interests of organizations and individuals. Ho Van Khoa is charged with disturbing public order, while Tran Dinh Tiep faces charges of abusing democratic rights to infringe upon the interests of the State and legal rights and interests of organizations and individuals. Investigators revealed that the group repeatedly livestreamed content deemed offensive and insulting to each other, aiming to boost views, engagement, and expand their social media influence. Beyond these live sessions, Khanh Sky and Khoa allegedly planned and executed a disturbance at Tiep's residence. Authorities claim these livestreams spread widely, negatively impacting public opinion, damaging the reputation of those involved, and affecting security and order in cyberspace. Previously, on July 29, Khanh Sky, Khoa, and several others visited Tran Dinh Tiep's production facility in Tam Giang commune, Bac Ninh province. During this visit, Khanh Sky and his group livestreamed for about 15 minutes, spewing insults, threats, and challenges. While holding his phone to livestream, Khanh Sky walked into the workshop area, loudly demanding the owner come out to meet him. In the video, Khanh Sky was heard saying, "At worst, I'll go to jail, why should I be afraid?". The livestream attracted thousands of viewers and significant engagement. Tran Dinh Tiep, 36, is a businessman and TikToker who gained fame through livestreams selling electric fans and household appliances. He has recently been a focal point on social media concerning several controversies and clashes with other online personalities. Khanh Sky, 34, from Hung Yen province, is widely known on social media for videos where he curses and uses vulgar language directed at others. Khoa, 34, is referred to as a "cyber gangster" due to his controversial videos. Khoa has two prior convictions for asset appropriation, disturbing public order, and intentional property damage.
