Vietnam, Laos deepen political, defence cooperation

Vietnam and Laos have agreed to further strengthen their "special, loyal, and enduring relationship" and deepen comprehensive cooperation and strategic cohesion, marking a new chapter in bilateral ties. The central theory councils of both countries are urged to step up joint research on strategic issues of mutual concern, closely linking theoretical studies with practical reviews and policy consultation. Cooperation networks for young researchers and bilingual research publications are also encouraged. In defense, the 2023 defense cooperation MoU and the Action Programme for implementing the Comprehensive Strategic Partnership were reaffirmed as the principal roadmap for future collaboration. This framework builds on existing cooperation in delegation exchanges, consultation mechanisms, military education, defense industry, and coordination within ASEAN and other multilateral forums. Since 1954, Vietnam Military Medical University has trained 687 Lao military medical personnel, including 322 doctors, 67 master's degree holders, and 10 doctorate holders, highlighting long-standing cooperation in the medical sector. Vietnam's Minister of Foreign Affairs emphasized that diplomacy is crucial as Vietnam enters a new development era, aiming to "maintain a peaceful and stable environment, mobilize external resources, and enhance the country's international standing." This reflects Vietnam's approach under its one-party system to balance economic growth with international engagement. Furthermore, the shared recognition that infrastructure development is a decisive factor in enhancing national competitiveness is crucial for Vietnam's sustained economic growth and its position in international supply chains. These strengthened ties are part of Vietnam's strategy to secure its security and economic interests through close collaboration with Laos amidst a complex regional and international landscape. In particular, strengthening ties with neighboring countries like Laos is a key pillar of Vietnam's foreign policy, especially as relations with China become more complex.
