Cambodia-Hosted International Conference on Combating Tech Scams Sees Strong International Cooperation Pledges

At an international conference on combating tech scams hosted by Cambodia, representatives from various countries highlighted the increasing sophistication of fraud due to technological advancements and stressed the need for enhanced international cooperation. On the first day of the conference, held on September 23, 2026, Minister of Information Net Pheaktra stated that the international community highly valued the Cambodian government's initiative in organizing this conference. Discussions revealed that online gaming technology is a cross-border issue linked to human trafficking, forced labor, money laundering, and other digital crimes. International representatives shared that criminals are leveraging cutting-edge technologies like AI to perpetrate fraud more rapidly, extensively, and complexly. It was recognized that no single nation can tackle this problem alone, underscoring the necessity of strengthening regional and international cooperation, including within ASEAN. Agreed-upon countermeasures include timely information sharing, freezing and confiscating proceeds of crime, and conducting joint investigations to dismantle kingpins and criminal networks. Furthermore, strengthening collaboration with the private sector and relevant partners, such as banks, telecommunications companies, social media platforms, and technology firms, to disrupt the digital infrastructure and flows used by criminals was deemed crucial. Victim protection was also prioritized, with discussions focusing on support for fraud victims, victims of human trafficking, and those coerced into criminal activities. Some countries proposed the establishment of regional and global tech scam combating networks for immediate coordination. Cambodia showcased its past measures and earnestly appealed for closer cooperation from the international community to achieve more effective and sustainable anti-fraud efforts, aiming to foster a safe and trustworthy digital environment for all.
