Cambodian PM Attends PSE's 30th Anniversary Celebration
Cambodian Prime Minister Hun Manet attended the 30th anniversary celebration of the Organization for the Smile of Children (PSE), commending its 30-year legacy of supporting underprivileged children. The event also included the graduation ceremony for students nurtured by PSE.
On the morning of July 2, 2026, Prime Minister of the Kingdom of Cambodia, Samdech Moha Borvor Thipadei Hun Manet, along with his wife, Dr. Pich Chanmony Hun Manet, presided over the 30th anniversary celebration of the Organization for the Smile of Children (PSE) and the graduation ceremony for students of the PSE Institute for the academic years 2021-2024. The event took place at House No. 402, Tra Village, Stueng Mean Chey Commune, Mean Chey District, Phnom Penh. A total of 500 graduating students (319 females) received their diplomas in technical bachelor's degrees, advanced technical diplomas, and professional technical and vocational diplomas (C3). One hundred percent of the attending graduates are employed, with 88% earning more than $250 per month. Of these, 1% work in the public sector, 5% have started their own businesses, and 94% are employed in the private sector. The presence of Samdech Moha Borvor Thipadei and Dr. Pich Chanmony Hun Manet is a great honor and a valuable encouragement for the children, youth, families, staff, volunteers, and all stakeholders who have jointly fulfilled the mission with a spirit of responsibility and high dedication, enabling the Organization for the Smile of Children to continue its mission successfully and sustainably for the past 30 years. The Organization for the Smile of Children, abbreviated as PSE in French, was founded in Cambodia in 1996 by Christian and Marie-France Des Pallières. To fulfill its mission in Cambodia, PSE has signed Memoranda of Understanding with the Ministry of Foreign Affairs and International Cooperation, the Ministry of Education, Youth and Sport, the Ministry of Labour and Vocational Training, the Ministry of Health, and the Ministry of Social Affairs, Veterans and Youth Rehabilitation, and has closely cooperated with local administrations. Since 1996, the organization has assisted underprivileged and uneducated children and youth from Phnom Penh, Siem Reap, and Preah Sihanouk provinces through six major operational programs: 1) Food Program, 2) Health Program, 3) Protection and Accommodation Program, 4) General Education Program, 5) Vocational Training and Higher Education Program, and 6) Family Assistance Program. All these programs contribute to the Royal Government's policies. Over the past 30 years, more than 15,000 impoverished and vulnerable children and youth have received and are receiving general education, vocational training, and various other support. Among them, over 8,000 students have completed vocational training and are contributing to the skilled workforce in all sectors across Cambodia, also becoming role models in their communities. Currently, the organization continues to provide education, vocational training, and other support to nearly 7,000 impoverished and vulnerable children and youth annually. As the Royal Government of Cambodia is pushing to achieve the national vision for 2030 and 2050, human capital development and the cultivation of a skilled workforce are core priorities for strengthening the national economy sustainably. In this context, the 30th anniversary celebration of the Organization for the Smile of Children this year is not only an event to celebrate the success of the organization's mission but also a demonstration of progress in contributing to human capital development that meets the priority skilled market demands for the national economy over the past 30 years. This occasion also signifies the commitment of the entire organization to continue contributing to the priority national development goals of 2030 and 2050 in developing the national skilled workforce to strengthen the national economy sustainably.
