Disaster Victims Receive New Homes: Da Nang City Accelerates Reconstruction and Resettlement Housing

Following severe storms and floods at the end of 2025, hundreds of homes in mountainous communes of Da Nang City were heavily damaged. Under the 'Operation Quang Trung' initiative, new, sturdy houses have been rapidly built in safe resettlement areas, providing a new foundation for residents to restart their lives. In Ngoc Tu village, Tra Tan commune, the two-story wooden house of Mr. Pham Xuan Bi and many others were swept away by floodwaters. After the disaster, with support from the military, militia, and youth unions, Mr. Bi's family and other affected households in the village have had their homes rebuilt. Mr. Bi expressed his happiness, stating that with 250 million VND (approximately $10,000 USD) in support from the local government, benefactors, and his own savings, his family has built a solid concrete house in Ngoc Giac village. 'Thank you to the Party and State for their timely concern and encouragement to people in landslide-prone areas like my family, helping us quickly stabilize our lives,' he said. According to the People's Committee of Tra Tan commune, floods in 2025 damaged 85 houses and caused 36 landslides, cutting off access for many days. Total estimated damages exceeded 35 billion VND (approximately $1.4 million USD). Chairman Le Minh Chien reported that through 'Operation Quang Trung,' with assistance from police, military, militia, and benefactors, the commune has completed 18 new houses and repaired five others. Essential infrastructure in new resettlement areas is being expedited. In Tra Leng commune, floods at the end of 2025 severely damaged 12 houses and required repairs for 52 others. 'Operation Quang Trung' facilitated the rebuilding or repair of homes for 20 households, including the construction of 12 houses that were 50-70% damaged. Da Nang City's People's Committee reported that continuous natural disasters in 2025 affected 505 houses, necessitating 144 new constructions and 361 repairs. 'Operation Quang Trung' has largely completed these reconstruction and repair efforts. The city provides 20 million VND (approximately $800 USD) to each household whose home was rebuilt, to purchase essential household items like televisions and refrigerators. Support policies have been fully and promptly implemented, ensuring no household faces hunger or homelessness post-disaster. To minimize future disaster losses, particularly regarding lives and property, Da Nang is developing a plan for resident resettlement and stabilization in disaster-prone areas from 2026 to 2030. This plan aims to resettle or stabilize approximately 8,739 households across 58 communes/wards, through concentrated resettlement, integrated resettlement, or local stabilization. Concentrated resettlement is planned for about 6,385 households in 47 communes/wards, with around 176 concentrated resettlement sites being developed. Investment in 146 new resettlement sites is projected to cost approximately 4,100 billion VND (about $165 million USD). The City People's Council has issued Resolution No. 63/2026/NQ-HĐND, establishing policies for supporting resettlement and stabilization in mountainous and disaster-prone areas from 2026-2030. Support ranges from 30 to 60 million VND depending on the area and beneficiary group. The city allocates 200 billion VND annually from its budget for this resolution. Vice Chairman Tran Nam Hung emphasized the importance of careful site selection for resettlement areas, considering topography and geology to ensure long-term safety. New residences must be superior to old ones, enabling residents to settle and produce with peace of mind.
