Min Aung Hlaing schedules Cambodia visit as part of broader ASEAN re-engagement plan

Regime leader Min Aung Hlaing will make an official visit to Cambodia from Sept. 11-12, marking his fourth trip to an Association of Southeast Asian Nations (ASEAN) member state within three months. High-level sources in Phnom Penh confirmed the dates following his Sept. 4–6 trip to Vietnam, bringing his total international trips to eight since being inaugurated Myanmar’s president by a military-controlled parliament on April 10. Diplomatic normalization campaign The Cambodia trip forms part of a deliberate strategy by Min Aung Hlaing’s regime in Naypyidaw to bypass official ASEAN summit bans through targeted bilateral engagements with willing regional partners: Phnom Penh previously signaled its intent to deepen ties in mid-August, with Senate President spokesperson Chea Thyrith stating that bilateral cooperation between the two countries is “necessary and mutually beneficial” to strengthen historic relations. The regime’s diplomatic push has generated sharp divisions between host governments in mainland Southeast Asia, human rights organizations, and international analysts. Rejection of ASEAN’s Five-Point Consensus Despite active bilateral travel across mainland Southeast Asia, Min Aung Hlaing remains barred from official ASEAN high-level summits due to the regime’s failure to halt violence or implement the Five-Point Consensus, which is the regional bloc’s peace plan for Myanmar: Formal Disavowal: Min Aung Hlaing formally rejected the Five Point Consensus framework, claiming it lacked true consensus among member state parliamentarians. Special Envoy Challenge: On Aug. 8—immediately following his return from Thailand—he publicly challenged ASEAN’s credibility by rejecting the appointment of a permanent special envoy to Myanmar. Regional Divide: While mainland ASEAN states (Thailand, Laos, Vietnam, Cambodia) continue to expand bilateral, transactional ties covering trade, energy, and border security, current ASEAN 2026 Chair, the Philippines, and incoming 2027 Chair, Singapore, continue to enforce the high-level summit exclusion.
